Cleaning and sanitizing are two separate steps

Soil, dust and organic material come off a surface first, or a sanitizer applied over the top of it has nothing to work on. That order matters more in a medical facility than almost anywhere else, because the whole point of the second step is a surface that is actually sanitized, not one that only looks clean.

A waiting room and an operating room are not the same job

A waiting room, a break room, a bathroom and an operating room can all get covered on the same visit, and none of them get cleaned the same way. Room to room, the standard for how thoroughly a surface gets worked and the order it gets done in changes with what the room is actually used for.

Treating every room in a facility identically is the fast way to either waste time in a low-risk space or under-clean a high-risk one.

Cross-contamination is a sequencing problem

Moving from a higher-risk room into a lower-risk one, or working surfaces within a room in the wrong order, is how soil from one area ends up carried into another. It comes down to the order rooms and surfaces get worked in, and not doubling back through an area that has already been finished.
